Introduction :

• Ahmet Erman Aral, Associate Professor at the Department of Turkish Folklore and Chairholder of the UNESCO Chair on Intangible Cultural Heritage in Formal and Informal Education at the Ankara Hacı Bayram Veli University. He is also member of the ICH Experts Committee at the Turkish National Commission for UNESCO and UNESCO Global Network of Facilitators. His PhD dissertation is titled, “Intangible Cultural Heritage Education and Cultural Transmission: The Case of Turkey”. He was a visiting scholar at the University of Antwerp, Research Group Antwerp Cultural Heritage Sciences (ARCHES) from 2021 September to June 2022. His research interests focus on education’s function for the safeguarding of ICH, cultural diplomacy and history of folklore.

The intersection of intangible cultural heritage and sustainable development has long captivated the attention of experts and policymakers. While the Convention for the Safeguarding of the Intangible Cultural Heritage has underscored the importance of sustainable development since the early days of the Convention, substantial efforts in this domain have primarily emerged over the past decade. Notably, the comprehensive incorporation of a sustainable development chapter into the Convention’s Operational Directive, achieved after diligent labor, represents a milestone. Against this backdrop, this panel presentation aims to delve into the operational dimensions of intangible cultural heritage in emergency situations, elucidating its nexus with Sustainable Development Goals. In the course of this exploration, concrete examples will be highlighted, particularly within the Turkish context, underscoring the imperative role of intangible cultural heritage in scenarios such as migration, flooding, natural disasters, and seismic events.

Prof. Dr. Evrim Ölçer Özünel is a distinguished faculty member within the Department of Turkish Folklore at Ankara Hacı Bayram University. Her academic expertise encompasses a range of vital subjects, including the safeguarding of intangible cultural heritage, the art of storytelling, intangible cultural heritage museology, safeguarding intangible cultural heritage during emergencies, and the principles of sustainable development. Notably, Prof. Özünel holds the position of President at the Institute for Intangible Cultural Heritage, an accredited NGO under the UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage. She also contributes to the Turkish National Commission for UNESCO as a member of the Intangible Cultural Heritage Experts Committee. In addition she is a member of the UNESCO International Facilitators Network, and the UNESCO ICH Evaluation Body. Prof. Özünel also serves as a member of the Intangible Cultural Heritage Experts Board of the Ministry of Culture and Tourism and a contributor to the Intangible Cultural Heritage Scientific Council of ICESCO (The Islamic World Educational, Scientific and Cultural Organization). Beyond her institutional contributions, Prof. Özünel has embarked on an array of international projects and field research endeavours, culminating in publishing articles in esteemed international journals. Her academic contributions span diverse realms, encompassing folklore studies, intangible cultural heritage museology, and various aspects of folkloristics. Moreover, she is an international storyteller attending and organizing many national and international storytelling festivals. Besides, she has authored books catering to a younger audience, harnessing the therapeutic potential of intangible cultural heritage during emergencies.

Discussant :

• Agnese Mussatti is a PhD candidate in Analysis and Management of Cultural Heritage at IMT School for Advanced Studies Lucca. Holding a master's degree cum laude in Law from the University of Turin, she is currently visiting researcher at the Institut des Sciences sociales du politique (École normale supérieure Paris-Saclay) and at the Faculty of Law of the UPEC University of Paris, where she is conducting comparative research for her doctoral dissertation on the intangible dimension of cultural heritage. Since 2022, Agnese has also been a research collaborator at Fondazione Santagata for the Economics of Culture in Turin.

Introduction :

• Ahmet Erman Aral, professeur associé au département de folklore turc et titulaire de la chaire UNESCO sur le patrimoine culturel immatériel dans l'éducation formelle et informelle à l'université Hacı Bayram Veli d'Ankara. Il est également membre du comité d'experts du patrimoine culturel immatériel de la Commission nationale turque pour l'UNESCO et du réseau mondial de facilitateurs de l'UNESCO. Sa thèse de doctorat s'intitule "Éducation au patrimoine culturel immatériel et transmission culturelle : Le cas de la Turquie". Il a été chercheur invité à l'université d'Anvers, au sein du groupe de recherche Antwerp Cultural Heritage Sciences (ARCHES), de septembre 2021 à juin 2022. Ses recherches portent sur la fonction de l'éducation pour la sauvegarde du PCI, la diplomatie culturelle et l'histoire du folklore.

Le lien entre le patrimoine culturel immatériel et le développement durable retient depuis longtemps l'attention des experts et des décideurs politiques. Si la Convention pour la sauvegarde du patrimoine culturel immatériel souligne l'importance du développement durable depuis ses débuts, c'est surtout au cours de la dernière décennie que des efforts substantiels ont été déployés dans ce domaine. L'intégration complète d'un chapitre sur le développement durable dans la directive opérationnelle de la Convention, obtenue après un travail assidu, représente une étape importante. Dans ce contexte, cette présentation vise à approfondir les dimensions opérationnelles du patrimoine culturel immatériel dans les situations d'urgence, en mettant en lumière son lien avec les objectifs de développement durable. Au cours de cette exploration, des exemples concrets seront mis en évidence, en particulier dans le contexte turc, soulignant le rôle impératif du patrimoine culturel immatériel dans des scénarios tels que les migrations, les inondations, les catastrophes naturelles et les événements sismiques.

Evrim Ölçer Özünel est un membre éminent du corps enseignant du département de folklore turc de l'université Hacı Bayram d'Ankara. Son expertise académique englobe une série de sujets essentiels, notamment la sauvegarde du patrimoine culturel immatériel, l'art de raconter des histoires, la muséologie du patrimoine culturel immatériel, la sauvegarde du patrimoine culturel immatériel dans les situations d'urgence et les principes du développement durable. Le professeur Özünel occupe notamment le poste de présidente de l'Institut du patrimoine culturel immatériel, une ONG accréditée dans le cadre de la Convention de l'UNESCO pour la sauvegarde du patrimoine culturel immatériel. Elle contribue également à la Commission nationale turque pour l'UNESCO en tant que membre du comité d'experts du patrimoine culturel immatériel. Elle est également membre du réseau international des facilitateurs de l'UNESCO et de l'organe d'évaluation du patrimoine culturel immatériel de l'UNESCO. Le professeur Özünel est également membre du Conseil d'experts du patrimoine culturel immatériel du ministère de la culture et du tourisme et contribue au Conseil scientifique du patrimoine culturel immatériel de l'UNESCO (Organisation islamique mondiale pour l'éducation, les sciences et la culture). Au-delà de ses contributions institutionnelles, le professeur Özünel s'est lancé dans toute une série de projets internationaux et de recherches sur le terrain, qui ont abouti à la publication d'articles dans des revues internationales réputées. Ses contributions universitaires couvrent divers domaines, notamment les études folkloriques, la muséologie du patrimoine culturel immatériel et divers aspects de la folkloristique. En outre, elle est une conteuse internationale qui participe à de nombreux festivals de contes nationaux et internationaux et les organise. Elle est également l'auteur de livres destinés à un public plus jeune, qui exploitent le potentiel thérapeutique du patrimoine culturel immatériel dans les situations d'urgence.

• Agnese Mussatti, doctorante en analyse et gestion du patrimoine culturel à l'IMT School for Advanced Studies Lucca. Titulaire d'un master cum laude en droit de l'Université de Turin, elle est actuellement chercheuse invitée à l'Institut des Sciences sociales du politique (École normale supérieure Paris-Saclay) et à la Faculté de droit de l'UPEC Université de Paris, où elle mène des recherches comparatives pour sa thèse de doctorat sur la dimension immatérielle du patrimoine culturel. Depuis 2022, Agnese est également collaboratrice de recherche à la Fondazione Santagata for the Economics of Culture à Turin.
